Cornwall Enterprise Zones - Senior Development Manager

Starting salary £50,516 per annum

37 hours per week

3 Year Fixed Term Contract, subject to funding review after 1st Year (Potentially Extendable)

Working flexibly across EZ sites but based at South Wheal Crofty, Pool nr Redruth, Cornwall

The post holder will occupy a senior role within Cornwall Development Company, leading on the development and delivery of commercial property within Cornwall’s Enterprise Zones (EZ).

The EZ Senior Development Manager will work closely with colleagues responsible for promoting, marketing, letting and operating the Cornwall EZ assets, ensuring enquiries from inward investors and indigenous business with a growth requirement are smoothly and effectively converted into new build facilities to meet demand. The role includes supporting Cornwall Council and the private sector EZ partners secure new tenants through the development and sale/letting of plots and the submission of business cases to support investment in new buildings, tailored to individual tenant requirements. 

Significant commercial development experience, including experience of working with contractors to deliver projects in accordance with agreed specification and price objectives is essential, as is the ability to negotiate commercial terms and agree pre-lets with potential tenants.

This is a three year post funded by Cornwall Council and the Cornwall Enterprise Zone Board.   During the first year, the post holder will be expected to secure funding from the Council to deliver a first phase of capital investment at the EZs. The ongoing funding for the role in future years is to be secured through these (and subsequent) projects.  

Given the scale of the opportunity across the Cornwall EZs, this role offers the right individual the opportunity to grow and ultimately lead a team which will deliver high profile economic growth projects and a transformational programme of work.

In the first year the post will be responsible for building business cases and commencing delivery of projects with an anticipated value of circa £3-4m.  The portfolio of projects under management is expected to grow to a rolling programme of between £5m-£10m per annum over the next 5 years.  

Significant commercial development experience is required and full membership (MRICS/FRICS) of the Royal Institution of Chartered Surveyors or equivalent professional standing/status is essential.
