Cornwall Enterprise Zones - Senior Development Manager

Starting salary £50,516 per annum

37 hours per week

Initial 12-month contract

Working flexibly across EZ sites but based at South Wheal Crofty, Pool nr Redruth, Cornwall

The post holder will occupy a senior role within Cornwall Development Company, leading on the development and delivery of commercial property within Cornwall’s Enterprise Zones (EZ).

The role will focus on increasing income from business rates and driving jobs growth through the development of EZ sites within Cornwall Council’s ownership. Council sites with EZ status currently are at Cornwall Airport Newquay (CAN), the Aerohub Business Park, Tolvaddon Business Park and Hayle Harbour. Additionally, the post holder will provide site/property development guidance and support to the owners of Cornwall’s privately-owned EZs sites at Falmouth Docks and Goonhilly Earth Station.  

The post holder will lead on the conversion of enquiries into built projects on the EZs through the provision of robust business cases for new offices, industrial units, hangars etc, which can be used to secure capital funding.  Throughout the delivery phase of all projects, the post holder will advise the client, ensuring that the products delivered by professional teams and contractors meet the client’s original specification and the requirements of end users. Significant commercial development experience, including experience of working with contractors to deliver projects in accordance with agreed specification and price objectives is therefore essential, as is the ability to negotiate commercial terms and agree pre-lets with potential tenants.

The EZ Senior Development Manager will work closely with colleagues responsible for promoting, marketing, letting and operating the Cornwall EZ assets ensuring enquiries from inward investors and indigenous business with a growth requirement are smoothly and effectively converted into new build facilities to meet demand. The role includes supporting Cornwall Council and the private sector EZ partners to secure new tenants through the development and sale/letting of plots and the submission of business cases to support investment in new buildings, tailored to individual tenant requirements. 

It is essential that the post-holder has a strong commercial background, the ability to think strategically and a proven track record of developing and delivering income producing projects.

Initially, this is a one year post funded by the Cornwall Enterprise Zone Board.  During this period the post holder will be expected to secure funding from the Council to deliver a first phase of capital investment at the EZs, with the ongoing funding for the role secured through these (and subsequent) projects.  

Given the scale of the opportunity across the Cornwall EZs, this role offers the right individual the opportunity to grow and ultimately lead a team which will deliver high profile economic growth projects and a transformational programme of work.

In the first year the post will be responsible for building the business case and commencing delivery of projects with an anticipated value of circa £3-4m.  This is expected to grow to a rolling programme of between £5m-£10m per annum over the next 5 years.  

Key Tasks include:

  • Leading on commercial property development activity on the Council owned EZ sites in line with strategic targets set by the EZ Board 
  • Ensuring that the end-products delivered by professional advisers and contractors fully meet original client specifications and the satisfy the requirements of the end users
  • Creating property development solutions that support the attraction and delivery of both local growth/expansion and major FDI investment opportunities 
  • Ensuring commercial outcomes are achieved in line with CAN/Cornwall Council investment criteria
  • Representing Cornwall’s interests at national and international events and developing effective, high-level relationships with key partners and stakeholders 
  • Preparing development and investment strategies for the EZ land/property sites 
  • Managing planning, property and infrastructure-related processes and approvals
  • Working with partners to support the development of a capital development programme for the privately owned (non-Council) EZ sites
  • Informing future bids for capital and additional resources required to support ongoing EZ delivery  

Significant commercial development experience is required and full membership (MRICS/FRICS) of the Royal Institution of Chartered Surveyors or equivalent professional standing/status is essential.
